FYI sharing the email exchange between CFO and me a few weeks back:

I spoke to you last year when I visited CFO to inquire whether there was a need for my sons and I to undergo a PDOS. My partner completed his PDOS from CFO half a year before that. You were very helpful and even gave me your contact details so I can communicate with you should I have inquiries.
Back then I was a Work Visa holder as dependent of a Work Visa holder and my sons were holders of Student Visas. Shortly after arriving in New Zealand, we then processed our Residency application and received approval recently.
A few Filipinos, including myself, are not very clear on the process for registration and PDOS. Should we just email CFO our requirements and consider ourselves registered? Do we need to undergo PDOS? In theory, since we have been living here, we would be more familiar with the culture and "how to"s of living in this country making the PDOS irrelevant, don't you think?
Please let us know of the process. I would be happy to share this with other Filipinos in our community who share the same confusion with me.

Dear mayagx,
Greetings from the Commission on Filipinos Overseas! At the time when you visited CFO, you were still a dependent of a work visa holder in New Zealand, thus you were not required to undergo PDOS and registration with CFO. However, the Philippine government mandates all first time immigrant or resident visa holder to undergo the Pre-departure Orientation Seminar with CFO prior to departure. We do exempt Filipinos from attending the required PDOS provided that they have stayed in their host country for 2 years or more and provided that they can show proof of their stay there such as old visa labels, immigration landing stamps, IDs issued in their host country, and the likes. Registration with CFO as immigrants can be done only when you are in the Philippines. We have yet to come up with a system whereby we can provide overseas Filipinos the opportunity to register themselves online and issue them a digital proof of their registration with CFO. If you happen to visit the Philippines during one of your vacation, you will need to register your residence visa with us prior to departure as our Philippine immigration officer will have to check your visa and will verify if you have registered with CFO. @krystyn, palagay ko may point si db kasi sa case ko I have to go back (Philippines) after studying because that is one of the condition sa scholarship kaya di ako pinag PDOS. Pero dahil mayayaman kayo =) at kayo ang magfifinance ng studies nyo at eventually mag apply kayo for graduate job search visa baka kaya kayo need magPDOS. Assessment ko lang po yun. =) Congrats sa RV BTT: IMHO, mas safe na sure kaysa sa pagdating sa immigration sa Pinas hahanapan ka nila ng PDOS tapos wala ka. Hindi mo naman puwedeng sabihin sa IO na "Sinabi kasi ni ano na hindi siya nagPDOS at di naman requirement kaya di na ako nagPDOS." dinoette - Thanks for your input. sis jade sa 29 August ko plan. sis db tinanggihan talaga ako andun na ako sa CFO office and I had a form na rin. I also explained na itutuloy namin to residency. Tinawag yung Mr Tibe to speak to me kasi I would not leave until I had assurance. He gave me his card, an INZ document with a table of who needs PDOS/not and told me should there be problems, may CFO -NAIA desk sila and or to contact him. Yun nga yung mahirap sa kanila eh kasi hindi clear and paiba iba yung policy it seems.

paulbrian101 if residence visa na kayo sa CFO kayo magPDOS. POEA is for work visas. Ibang sched ng minors. If your child is below 12 exempted yata. Check link I provided on schedule above. Sent from my GT-I9505 using proboards

Here is the latest email I got from Mr Tibe of CFO. ************** Thank you for the kind words. Now, about the concern of WORK VISA holders with an accredited employer. We have discussed this before with representatives of the Embassy of New Zealand in Manila and what we have agreed is that they are considered to be overseas Filipino worker and should undergo the requirements with OWWA and POEA. Because the nature of the stay is based on employment and it will be a while before they qualify for residency status unlike those whose WORK TO RESIDENCE VISA holder whose visa grant letter expressly states that their application for residency is deferred. These are the Filipinos (WTRs) that are required to pass through CFO and undergo the required PDOS for immigrants. Regarding the issue on student visa holders, only those Filipinos who are considered to be dependents of permanent resident or New Zealand citizens are required to undergo the process with CFO. Dependents of Filipino workers in New Zealand holding student visas are not asked about the CFO requirements upon departure from the Philippines. On the schedule of PDOS for Australia and New Zealand, it is affirmative. The PDOS is still conducted every Tuesdays and Fridays, 2PM to 4PM. Hi guys,
Sharing my PDOS experience:
1. Malamig sa Canada room, so bring a jacket. Akala ko part sa preparation iyon dahil malamig pupuntahan natin. 2. While waiting, nagpplay sila ng videos from tfc, showing the life and ordeals of filipinos abroad. IMHO, nakakadagdag ng lungkot yong video, mukhang sponsored ng ABSCBN ang seminar para mag subscribe ka ng tfc. 3. Madami nag sseminar for Australia. Ako lang nag seminar na NZ bound (Next week pa kasi si wife). So solo ko mga tanong for anything about NZ. 4. If family kayong pupunta for NZ, puwede kahit hindi sabay ang mga members sa seminar. As indicated, my wife will take the seminar next week.

required ba talaga ung Repatriation clause sa Employment contract for POEA? Hindi ba siya pwedeng ipa-waive kasi hindi naman middle east ang New Zealand?
I'm just waiting for my Work Visa application results (Work to Residence: Long Term Skills Shortage) and balak ko dumeretso POEA after ko makuha yung working visa ko. TIA!

delacrum as to kung pwede ipawaive yan ang hindi ko alam if pwede. Read up mo kung ano ginawa ng iba na walang repatriation clause. I think they purchased additional insurance instead. Read mo na lang yung thread na ito. Yung insurance na binili nila malapit lang din sa POEA. Goodluck!

Lumabas yung predicament when the two ladies applying for the PDOS and exit documents, dapat daw may repatriation. pinoward ko yung sagot ng poea personel sakin. Sagot ng isa nagkamali lang daw dahil masyadong maraming aplikante (teka nagrereklamo na ba ko ) kala daw nila middle east... ano po yung sagot ng POEA personel sa inyo? Tama ba na base sa highlighted information above hindi na kailangan ng repatriation clause kapag hindi middle east? TIA!

delacrum Na ok na daw sya during kuhaan ng PDOS at exit docs kasi hindi naman pala middle east. Pero pinarevise pa din yung contract ang gulo no? Kailangan yan kapatid maski hindi sa middle east ang punta mo. May mababasa ka po dito punta NZ hiningan din ng repatriation clause na yan. HTH

kailangan pa rin mag PDOS yung nakakuha ng resident visa sa NZ pag umuwi sa Pinas. But seminar can be waived if you have been living in NZ for at least 2 years. You still need to register with CFO though.

I am currently at the CFO for the PDOS as I write this.
Share ko lang information para sa mga magPDOS soon. Step 1 - get a form from the reception as you give your passport and another ID. He will ask you which country and sino sponsor mo? By sponsor he means the principal. Step 2 - fill-out the form and approach any counter. Give your form, passport and photocopies of visa and passport biopage. Step 3. Pay the fee to the cashier - 400 pesos. Step 4 - go up to the 2nd floor to the CANADA room. Someone will give you a form for feedback.
Some notes - there are kiosks/stalls nearby offering photo id and photocopying services. - you may register for overseas voting at the 2nd floor.

Hello po. Share ko lng, we went to quantas to purchase ticket last friday. However, inadvise kme na better na makapag pdos muna prior sa pag purchase kc possible makakuha ng exemption sa phil tax which is 1,650. Usually daw kasama na un sa ticket but male less kung maippresent ung papers from pdos. Hence, d muna kme bumili ng ticket. Ang intention nmen after pdos we go straight to quantas to pay for the ticket we booked.
Now i have inquiry. As i read 2-4pm ang pdos for nz. What time puedeng mag register? Napupuno ba ung 60 slots for a day? And ung 2-4pm nacocover ba lahat ung 2 hours na un or possible matapos ng early? Nid kc namen makarating ng quantas before 5pm after pdos kc till 5pm lng daw ung cashier. Thanks.

superluckyedz hindi sya saktong 4pm natapos. Lumagpas pa. Mga 420 na rin halos considering na nagdistribute pa ng passport. sa experience ko hindi naman kami ganun kadami - mga about 20 max lang. When you register ibibigay mo passport mo sa cashier and ibabalik lang after ng pdos mismo. depending on traffic and kung ano transport mode nyo (own car) kaya siguro humabol sa Qantas. Parang wala naman nabanggit ang qantas about sa travel tax exemption, hmmm. Ang sa amin ang naavail ko is yung reduced tax travel for the kids, pero sa adults as is pa rin

Aun ung explanation namen kc we went directly to quantas to purchase our ticket. We even requested na mag add ng 10kg for baggage allowance although sabe for resident lang un they will try to request pa din. Malalaman namen tom if granted ung request namen for additonal 10kg.

Hello po. Share ko lng exp namen sa CFO kanina. D nila kme inallow mag PDOS bec as stipulated sa aming docs open temporary work visa so hindi daw kme required since migrant lng ang nireregister nila. Also hindi dn kme binigyan ng additional 10kg sa quantas since mga migrant lng daw or with kids ang binibigyan nila.
Sa mga binabasa kong post even sa mga kilala nmen na same ang visa may mga JSV na nirequire na mag PDOS kaya d kme kampante baka d dn kme iallow pag oras n ng flight namen.
